Manages the distribution of Accommodations Tax funds including accepting and reviewing applications, preparing reports and information for Council and Administrator and working with applicants for reimbursement.Collects data and research materials for grants. Performs special grant assignments, research and grant preparation.Assists the Director of Economic Development with special projects.Serves as city liaison with grant sources.Acts as the liaison between the City and FEMA and SCEMD for all declared disasters including coordination, reporting and securing reimbursements for the City’s allowable expenses.Head liaison for projects identified by Administration from the City’s Redevelopment and Revitalization Plans to include the Neighborhood Ambassador Program, and the city’s art initiatives.Manages the distribution of Hospitality Tax funds including accepting and reviewing applications, preparing reports and information for Council and City Administrator /Deputy/Assistant City Administrator and working with applicants for reimbursement.Manages the administration of grants to include records management, community outreach, processing of applications and developing procedures.Maintains current information of grant policies and programs reviews literature dealing with funds available through grants to assist in determining feasibility of developing programs to supplement local annual fund allocations researches grant funding through Office of Management and Budget (OMB) circulars.Monitors revenues and expenditures in assigned area to assure sound fiscal control. Manages budget for all grants coordinates reporting requirements. Monitors daily grant project activities, oversees the implementation of awarded grant budgets in the accounting system reviews and modifies grant program and procedures as needed.Prepares and conducts public hearings as required for grant or community projects.Provides technical assistance during grant negotiations and administration reviews grant proposals.Provides technical assistance and information to citizens, property owners, land developers, staff members, City officials, or other individuals regarding project issues, applicable ordinances, planning/development issues, and related issues responds to questions/complaints and initiates problem resolution.
Communicates official plans, policies and procedures to staff and the public.Reports grant activities to agencies/departments.Confers with personnel affected by proposed program to develop goals and objectives, outline how funds are to be administered, and explains procedures necessary to obtain funding.Discusses program requirements and sources of funds available with administrative personnel.Reviews literature dealing with funds available through grants to determine feasibility of developing programs to supplement local annual fund allocations.Compiles and reviews grant proposals for appropriate budgetary requirements, reviews contracts for compliance with Federal, State and City policies.Develops resources, researches funding sources, and writes grant proposals for various city projects assists departments in writing grant proposals.Oversees the preparation of grant documentation ensures grants are processed within established federal, state and local agency policies and regulations maintains all grant agreements and MOUs pertaining to grant awards prepares letters and documents for extensions of existing grants and requirements for additional funds.Administers the grant-making process for all city departments develops grant policies and procedures.to 5 p.m., Monday through Friday, generally Reports to: Assistant City Administrator of Development West Columbia Police Officers Foundation.Civilian Active Shooter Response Training.Council District #6 – Jimmy Brooks, Mayor Pro-Tem.Cross Connection and Backflow Prevention Program.
